The myth of "world class oil spill response, prevention and recovery" is just that, a myth. Estimates of open-water recovery by mechanical equipment recoup only 10 to 15 per cent of the oil from a marine spill at best; in other words, a very low bar exists to achieve so-called world-class status.

The idea would be to bring in a bill presumably declaring the pipeline will be built because it's in the national interest and federal laws supersede provincial laws when it comes to power over inter-provincial projects.

Kinder Morgan also set a deadline of May 31 to get "certainty" on the project so it could alleviate the concerns of its shareholders, which caused the feds to scramble.

He has insisted that the pipeline falls under federal purview and that British Columbia has no right to block it. About 200 people have been arrested near Kinder Morgan's marine terminal in Burnaby during recent protests. Most of the charges are later dropped.

Trudeau revealed that discussions with Kinder Morgan around assistance are already underway in Calgary, Toronto and New York City.

The project has drawn legal challenges and opposition from environmental groups and Native American tribes as well as from municipalities such as Vancouver and Burnaby.

In an interview with French business daily Les Echos ahead of a visit to Paris, Trudeau acknowledged that environmentalists were "concerned" by the Trans Mountain pipeline.

January 18, 2018: NEB establishes a process to resolve permitting issues between Kinder Morgan Canada and provincial and municipal authorities.

The prime minister said the project - which would almost triple the flow of Alberta's bitumen to the west coast - is in the national interest.

Asked about B.C.'s rebuttal of Trudeau's claim, Alexandre Deslongchamps, a spokesman for Carr, said earlier Monday that senior federal officials travelled twice to February to talk about the details of the federal oceans plan.

Since Kinder Morgan suspended all non-essential spending on the project last week, there's been tension over the expansion.
