'Once in 1K Years' Flood Hits Maryland City Again

In addition to the flooding in Ellicott City, flooding was also reported elsewhere in Howard County and in neighboring Baltimore City and county.

Meteorologist Jonathan Belles said more than six inches of rain fell in under two hours between Ellicott City and Baltimore.

Authorities said Ellicott City, on the west bank of Maryland's Patapsco River, is prone to periodic flooding. He says he toured the historic county seat after the flash flood receded and was "heartbroken" by seeing it so severely damaged again since flooding in 2016.

Loretta Moran was returning with her husband to their house on Main Street from their son's wedding the night before when they noticed the Tiber River was running extremely high.

"DO NOT stand and watch the water rescues - leave the area and do not put yourself in harm's way", the Maryland Emergency Management Agency tweeted. One sight during the flood: a handmade, white flag hung from an upper story of a Main Street building bearing the letters SOS.

Mr Kittleman said there have been no reports of injuries but added the situation was still developing and more rain is expected. "This was a true flash flood".

The newspaper reports that the swirling waters reached the second flood of one building at its height.

In Towson, less than 15 miles north of Baltimore, two cars were inundated on a flooded road and Route 1 near White Marsh had to be shut down, according to The Towson Flyer.

"The governor sends his thoughts and deepest sympathies to those impacted, including residents and businesses in Ellicott City", Chasse said. However, Howard County officials tweeted that there was "no call for volunteers or unsolicited donations" immediately, but urged people to look for updates on that front. The state will continue to provide all available resources to assist Howard County with their response to this extremely risky and ongoing situation. Howard County Fire and EMS urged residents to evacuate downtown or move to higher ground while rescue teams swarmed the area.
