Saudi Arabia has said that 21 people are in custody and vowed to keep probing the killing of Khashoggi, who was killed and dismembered after visiting the kingdom's Istanbul consulate to handle paperwork for his planned wedding.
The killing of Khashoggi, a Washington Post columnist and a critic of the crown prince, at Riyadh's consulate in Istanbul, has strained Saudi Arabia's ties with the West and battered Prince Mohammed's image overseas.
"Whoever has ordered and implemented this violent crime should be found out at once".
He said solving the killing would be in the Saudi royal family's interests.

In an interview to CNN, Pompeo was asked if he could confidently tell Khashoggi's four children that Saudi Crown Prince Mohammed bin Salman was not involved in his murder, Pompeo said he had "read every piece of intelligence" in possession of the United States authorities and concluded "there's no direct evidence linking him to the murder of Jamal Khashoggi".
Erdogan also said that Khashoggi's murder was not officially discussed at the summit, and that Canadian Prime Minister Justin Trudeau was the only leader to bring up the issue.
Secretary of Defence Jim Mattis said the question of holding the killers responsible and the strategic importance of the US-Saudi relationship were separate issues.
The president has said that the strategic relationship with Saudi Arabia and the benefit to the U.S. economy from Saudi arms purchases are too important to rupture over the killing of Khashoggi, which he has condemned.
