Congressional Democrats have vowed to block all federal legislation until the current partial government shutdown-now in its third week-is resolved. Hoyer said he believes even more Republicans could join them later this week when Democrats begin holding votes on individual spending bills that were written a year ago by GOP committees.

Democratic Rep. Raja Krishnamoorthi of IL said the President's speech was "completely inconsistent with reality", arguing it's something he would expect to hear at a rally, not in the Oval Office.

Democrats plan to double down on that message this week as they begin to individually move the bills they packaged together last week. They also fell short earlier this week when the bill first came up for a vote on Tuesday. "The certainty of the tax returns of hard-working families should no longer be held hostage to the president's reckless demands".

The bill is scheduled to be taken up at 3 EST, at which time the proceedings can be viewed here.

The tax refund message is an especially potent one for Democrats to use against Republicans since the upcoming filing season is the first in which taxpayers will see the effects of the GOP tax law.

Trump demands USA border wall, sidesteps declaring emergency
Senator Doug Jones of Alabama said, "We need to dial back the rhetoric and not use fear". The president said that all Americans are hurt by uncontrolled illegal immigration.

Hours before the White House meeting, both sides remained dug in. OMB is crafting guidance to make the change from past administrations' shutdown policies, he said.

"McConnell has the ability to put these bills on the floor and say to the president of the United States, 'We're an independent branch; we're not the president's handmaids, ' " Hoyer added.

But the 2018 elections brought Democrats into power in the House, and last week they quickly passed appropriations bills to reopen the government - bills previously passed by Republicans in the Senate. The vast majority of Republicans still object to the bill. "They are essentially the same funding bills that the Republican Senate wrote and approved by a 92-6 margin during the last Congress".

The administration effort to rally Republicans began Tuesday night when Pence, acting White House chief of staff Mick Mulvaney, Secretary of Homeland Security Kirstjen Nielsen and officials from the Office of Management and Budget briefed House Republicans. "Reopening the government must be our first priority". He wants an agreement on border wall funding before agreeing to open any part of the government that is now shuttered.

"This is a choice between right and wrong, justice and injustice", Trump said. "We won't be doing pieces".

The proposed legislation, an election promise made by the BJP in 2014, was cleared by the Narendra Modi-led Cabinet on Monday. The AGP president announced the party's decision after he met the Union home minister Rajnath Singh in New Delhi .

Negotiations over the spending impasse are expected to continue Wednesday when top Senate and House Democratic and Republican leaders are set to meet at the White House to discuss the shutdown, according to multiple congressional sources. The government shutdown is crisis impacting millions of Americans and our economy. "We could reopen much of government where there's no dispute over issues involving certain department like (agriculture), transportation, housing, and interior".

Senate Majority Leader Mitch McConnell (R-Ky.) faces his first test of 2019 late Tuesday in a showdown with Democrats over voting to end the government shutdown or a package of proposals on the Middle East. "A significant # of Senate Democrats now support #BDS & Dem leaders want to avoid a floor vote that reveals that". That final piece of the package would authorize the general counsel on behalf of the speaker to intervene in the Texas v. Specifically, it calls for the denial of government contracts to those that boycott Israel to protect Palestinian human rights.

Opposition to the movement is not ubiquitous among Democrats and therefore they had not wanted to open divisions amid the government shutdown, some Republicans alleged.

House Republican Leader Kevin McCarthy argued Democrats aren't negotiating in good faith, saying they "don't even want to talk about the problem".
